Innovative and Creative Circle (ICC) or Kumpulan Inovatif dan Kreatif (KIK) is an effective management mechanism for building highly competent human capital in order to improve the efficiency and effectiveness of organization in delivering services to the people. 

The Kumpulan Innovative and Creative (ICC) of Perpustakaan Tun Abdul Razak (PTAR) is created in 2004 and has played an active role ever since in promoting innovations via various platforms. This is also part of the continuous improvement plan by the management of PTAR with the ultimate objective to elevate the library service delivery to the world-class level. 

PTAR has established its brand name via recognitions and accolades received by the staff for the innovations and creativities produced. The KIK was implemented to enhance the quality and productivity of work via positive values, work ethic and the spirit of teamwork.
